A research library intended to be Ground Control for practical and scholarly explorations of innovative land use laws, regulations, and practices.

Gaining Ground Information Database is a project of the Land Use Law Center's Joint Program of Land Use Studies through which it conducts programs outside New York State in conjunction with institutional partners such as university departments, nongovernmental organizations, and state and federal agencies.
